Abstract
Transfer one-third (1/3) of the current Pyth DAO Treasury to the Pythian Council Ops Multisig in order to execute the purchase of PYTH tokens as proposed and approved in OP-PIP-87.

Description
The Pyth DAO Treasury currently holds the following balances, excluding PYTH:

This proposal aims to transfer one-third (33.33%) of the non-PYTH DAO Treasury balances to the Pythian Council Ops Multisig, which was tasked by the Pyth DAO to administer and execute PYTH purchases under OP-PIP-87.
Therefore, the Pythian Council Ops Multisig will receive:

Compared with previous purchases, the amount of SOL and USDC allocated in this round is lower. This is primarily because Douro Labs is now distributing most Pyth Pro revenues in PYTH rather than USDC.
However, purchases are expected to become larger starting next month. OP-PIP-128 and the beginning of fee repatriation to the DAO Treasury on Solana should increase the funds flowing back to the DAO Treasury, supporting larger future purchases.
Once the swaps are completed, the purchased PYTH tokens will be sent back to the Pyth DAO Treasury.

The on-chain proposal will execute the following transfers from the Pyth DAO Treasury to the Pythian Council Ops Multisig:
