Abstract
This Operational PIP authorizes the disbursement of 420,000 PYTH from the DAO treasury to the 7 Community Council members for their Term 1 Cycle 2 service (October 2025 – March 2026).
Per the Term 1 Exit Report, this stipend was committed but never disbursed by the DAO treasury.
Rationale
The Community Council budget includes a stipend component to compensate members for their governance work. The stipend structure was established in the original Community Council Budget Proposal:

This proposal closes out the Term 1 compensation by disbursing the outstanding Cycle 2 stipend.

Note on Term 2 Stipends
Starting with Term 2, council stipends are budgeted within the Community Council Term 2 Budget (840,000 PYTH for 12 months). The Term 2 budget was approved via OP-PIP-101 and funded to the council multisig. Future stipend payments will follow the governance process established for Term 2.
This proposal only covers the outstanding Term 1 Cycle 2 stipend that predates the Term 2 budget structure.
